The 3rd IC² – International Conference on Theory and Practice of Intelligent Cities brings together academics, practitioners, policymakers, and industry leaders to explore how cities can become more intelligent, sustainable, and innovation-driven.

IC² is the academic module of the 16th SCBA Congress & Expo, the most established Smart City event in Latin America, convened by the Smart City Business America Institute (SCBA) with academic support from Universidade de São Paulo (USP), Fundação Vanzolini, and international backing including the United Nations University (UNU-EGOV).

Keynote: The Transformation of Copenhagen

Strategic foresight practitioner and founder of ANTICIPATE, Mathias Behn Bjørnhof will deliver a keynote on the long-term transformation of Copenhagen — exploring how the Danish capital evolved from an industrial port city on the brink of bankruptcy into a globally recognised model for sustainability, liveability, and systems innovation.

The keynote will examine:

  • How long-term visioning shaped Copenhagen’s urban development

  • The role of climate adaptation, mobility, and public space in city transformation

  • Governance, citizen trust, and institutional alignment

  • What other cities can learn — and what cannot simply be copied

Rather than presenting Copenhagen as a blueprint, the talk will frame it as a living case of strategic foresight in practice: how layered decisions over decades created compounding change.
